As at 31 December 2025, the Estonian Patent Office had a total of 58 job positions, of which 16 were in the Trade Mark Department, 15 in the Patent Department, 12 in the Registry Department, 7 in the Intellectual Property Law Department, 6 in management and directly under the Director General, and 2 in the Industrial Property Board of Appeal. The Industrial Property Board of Appeal, located within the Estonian Patent Office, is an independent pre-trial body with staff appointed by the Minister of Justice. Of the places of service within the Estonian Patent Office, 46 were civil servants and 12 were employee positions. 

By the end of the year, there were 50 employees in active service at the Estonian Patent Office. In 2025, 4 new employees joined the Estonian Patent Office, four people left, and the voluntary turnover rate for the previous year was 4.01%. The higher education level was 96% among the employees. There were three employees with a doctoral degree. By the end of 2025, 4 employees had worked at the Estonian Patent Office for less than a year, 5 for 1–4 years, 7 for 5–9 years, 6 for 10–14 years, and 28 for over 15 years. By gender, 82% of the employees were women and 18% were men. 

In the modern era of remote work, all employees of the Estonian Patent Office have the opportunity to perform their daily duties remotely, with flexibility in terms of location and working hours. Many take advantage of this opportunity and work from a home office or remotely. 

To foster good cooperation and a unified organisational culture, we organised a number of joint events and training sessions throughout the year. The aim was to strengthen internal cohesion, promote shared values, and maintain a working environment in which every employee feels involved and valued. 

The Estonian Patent Office has a tradition of recognising its best employees every year. In 2025, the following awards were presented: 

Employee of the Year – Kadri Kroodo; 

Innovator of the Year – Liina Puu; 

Performer of the Year – Rovin Raie.
