The Estonian Patent Office’s international cooperation supports the development of Estonia’s system of legal protection for intellectual property rights and helps to ensure that our services, expertise, and working practices are in line with international trends and agreements. Cooperation takes place with global organisations, European Union institutions and regional partners alike. The international network provides Estonia with the opportunity to participate in shaping development trends in the field, exchange experiences, and provide Estonian companies, research institutions, and creators with modern services and knowledge.
World Intellectual Property Organisation (WIPO)
The Republic of Estonia has been a member of the World Intellectual Property Organisation since 5 February 1994. The Republic of Estonia has acceded to all core level conventions and agreements administered by WIPO in the field of industrial property protection. Since becoming a member, representatives of the Estonian Patent Office have participated in the work of the General Assembly of WIPO, standing committees, and working groups.
In 2025, Estonia took on the role of coordinator of the WIPO’s Central European and Baltic States (CEBS) Group for the first time. This gave us greater visibility in international cooperation on intellectual property and the opportunity to contribute to the shaping of regional positions. The Estonian Patent Office supported the coordination of CEBS by preparing statements on the substantive topics of all standing committees and assisting, as required, with the work of WIPO committees on the ground. In this way, the Estonian Patent Office contributed to Estonia fulfilling this responsible role substantively and effectively. The next CEBs coordinator will be Albania. Estonia has the opportunity to take on this role again in 2043–2044.
One of the year’s most significant international events was the first visit to Estonia by WIPO Director General Daren Tang. During a meeting with Janne Andresoo, Director General of the Estonian Patent Office, held as part of the Tallinn Digital Summit, a bilateral memorandum of cooperation was signed, aimed at strengthening the protection of Estonian companies in international competition and creating new opportunities for developing services and enhancing expertise. The visit reaffirmed Estonia’s reputation as a reliable and effective cooperation partner.
The Estonian Patent Office engages in daily technical cooperation with the International Bureau of the WIPO under the Patent Cooperation Treaty (PCT), the Madrid Protocol, and the Hague System. Cooperation is particularly extensive under the Madrid System for the international registration of trade marks. Together with WIPO, the Estonian Patent Office provides clients with a range of international e-services, helps to promote WIPO tools, and supports the organisation of international seminars and training courses in Estonia.
Cooperation also continued in the field of knowledge transfer and the commercialisation of intellectual property. The Baltic knowledge transfer network, developed with WIPO’s support, has become an important cooperation platform that supports the capacity of universities, research institutions, and companies to make more effective use of intellectual property.
World Trade Organisation (WTO)
Estonia has been a member of the World Trade Organisation since 1999. Estonia’s legal framework for industrial property protection complies with the WTO Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), which provides the necessary basis for international legal protection and supports a reliable business environment.
European Union
Membership in the European Union has given Estonian companies and rights holders access to a single area of intellectual property rights protection and has led to the extension of the protection of European Union trade marks and industrial designs to Estonia.
A significant step forward at the European level is the unitary patent system, which entered into force in 2023 and offers inventors a simpler, faster, and more cost-effective way to obtain protection in multiple European countries. Representatives of the Estonian Patent Office also participate in the work of the Administrative Committee and the Budget Committee of the Unified Patent Court, thereby contributing to the practical functioning of the European patent system.
European Patent Organisation (EPO)
Estonia acceded to the European Patent Convention on 1 July 2002, and has been a full member of the European Patent Organisation ever since. Representatives of the Estonian Patent Office participate in the work of the Administrative Committee, the Budget and Finance Committee and the Patent Law Committee of the European Patent Organisation, as well as in various working groups. Through these forms of cooperation, we help to develop the European patent system and gain access to the best knowledge and practices in the field.
The Estonian Patent Office works closely with the EPO on a daily basis in the areas of examination, databases, training and the development of information systems. EPO databases and guidelines are used in the performance of a patent examination, and European systems are continuously updated with data on patents and utility models granted in Estonia. Within the framework of cooperation programmes, the EPO also supports the Estonian Patent Office through the development of training, IT solutions, and information materials. Within the framework of the European Patent Network, the Estonian Patent Office carries out standard and special searches for companies in Estonia and other countries.
European Union Intellectual Property Office (EUIPO)
On 1 May 2004, the Republic of Estonia joined the European Union system for the protection of trade marks and industrial designs. Due to this, trade marks and designs automatically became effective in the territory of Estonia. Since then, the Estonian Patent Office has been actively involved in the activities of the Management Board, the Budget Committee and the expert working groups of the European Union Intellectual Property Office (EUIPO).
In cooperation with the EUIPO, we are developing the processing of trade marks and industrial designs, data exchange, digital solutions and customer services. Bilateral cooperation to raise awareness among entrepreneurs also continues: we promote the protection opportunities offered by the European Union trade mark and Community design systems, as well as their practical value on the international market.
The Estonian Patent Office continues to participate in cooperation projects by EUIPO that help small and medium-sized companies protect their intellectual property. Among these, the SME Fund plays a key role, offering financial support to companies each year for the protection of intellectual property.
The Nordic and Baltic countries
The Estonian Patent Office participates in the cooperation of patent offices of the Nordic and Baltic countries. Directors-General of the patent office’s meet regularly, and sector-specific work is carried out in working groups on trade marks and industrial designs, patents, and communication. This helps to shape a common understanding in the development of European and international practice and creates opportunities for the exchange of practical experience.
Cooperation between the Nordic and Baltic countries is an important practical support network for the Estonian Patent Office, helping to maintain regional cohesion. It supports the ability of local offices to provide high-quality services to local businesses and research institutions in a rapidly changing international environment.
